HEAD OF THE EXECUTIVE
The president heads the PE and represents the union, but does not stand above the PE and does not gain unlimited power because of the title of the position. Vice-presidents lead individual areas of work and are responsible for their results to members.
The President chairs the Provincial Executive and represents the union. The role exists so one person can coordinate the whole executive program and be visibly responsible for it.
The President is not above the Executive and does not receive unlimited authority from the title. Leadership means coordinating delegated power, not owning it.
The preferred permanent model is a secure direct vote of all members, through a special voting platform or each member’s union portal account.
Until that system is ready, Convention delegates may elect the President. Direct election is stronger because every member has the same direct voice in choosing the union’s most visible representative.
The President organizes the Executive’s common work, chairs its meetings, represents adopted positions and makes sure portfolio responsibilities fit together.
After Vice-Presidents give their individual reports, the President gives the overall Executive report and answers for the combined result.
The President is bound by the Constitution, Convention program, roadmap, budget and decisions of the Executive. Coordination cannot become a hidden rule that whatever the President wants automatically happens.
The President cannot take over collective Executive powers, the authority of Locals or the independent work of the oversight Chambers.
Vice-Presidents may replace the President in an order set by the Executive. The Executive chooses a First Vice-President from among those elected at Convention and sets the remaining order.
This provides continuity without allowing the President to personally choose a political successor.
A direct election does not buy four years without consequences. The Mid-Term Accountability Conference may remove the entire Executive, including the President, through its confidence vote.
For an established violation, the Disciplinary Chamber decides whether misconduct occurred. The temporary replacement rules then apply until members provide a new mandate.
Vice-Presidents are not reserve figures waiting beside the President. Each one leads a defined area of the union’s work, turns Convention decisions into a clear plan and answers to members for the result.
A Vice-President follows deadlines, spending and staff work in that area, but cannot create a separate political line. The dedicated article explains the role in full.
