Union MemberA union is not a company selling you a service, and it is not an office that exists apart from its members. It is people joining together to protect their rights, work, income and future. Jobs, property and staff come later. The member comes first.LocalA Local is the members’ first decision-making body. It is not a branch office or the bottom rung of management. It is where people discuss their own conditions, make decisions and choose those they trust to represent them.DelegateA delegate is a member trusted to represent other members where everyone cannot meet in one room. The delegate’s strength comes from the mandate given by a Local, not from personal status.ConventionConvention is the gathering of Local delegates and the union’s highest collective body. While it is sitting, it holds the union’s full authority within the law and the basic rights of members.Regional PresidiumA Regional Presidium brings together representatives chosen by Locals in one region. It lets Locals handle shared regional matters without surrendering their own authority.Convention CouncilConvention Council prepares Conventions and temporarily carries executive authority only in situations clearly named in the Constitution.Provincial ExecutiveThe Provincial Executive runs the union’s current work between Conventions. It is an executive body: its job is to carry out the members’ will, not create a separate source of power.President and Vice-PresidentsThe President leads the Provincial Executive and represents the union as a whole. Vice-Presidents replace the President when needed and take real responsibility for defined areas of the union’s work.Vice-PresidentA Vice-President leads a defined area of union work and is responsible for its result. The role exists to spread both work and political responsibility beyond one presidential office.Mid-Term Accountability ConferenceMembers should not have to wait four years when the Provincial Executive is taking the union in the wrong direction. The Mid-Term Accountability Conference reviews actual results after two years.Confidence VoteA report matters only if members can act on what they hear. The confidence vote turns the mid-term review into a real decision rather than a presentation followed by business as usual.Extraordinary ConventionAn Extraordinary Convention is called when the union needs new elected authority before the normal four-year term ends.Independent OversightOversight means an independent check on power. It is not the Provincial Executive supervising itself or management reviewing its own decisions.Constitutional ChamberThe Constitutional Chamber decides what the Constitution means when institutions disagree and identifies where authority begins and ends.Disciplinary ChamberThe Disciplinary Chamber determines whether a particular member, officer or other person covered by the rules committed a violation.StaffStaff are hired to do necessary work. They bring continuity, organization and specialized skill, but employment does not give them political authority over the union.Professional HelpProfessional help is brought in for a defined matter, case or outcome. The agreement should say what must be done, by when and what completion looks like.Members’ Shared AssetsDues, cash, real estate, shares, investments, interest and anything acquired from member contributions are shared member assets.BudgetA budget shows in advance how much of the members’ money may be used and for what purpose. It turns political priorities into a financial plan that can later be checked.Secure Member PortalThe member portal gives each member personal access to the records needed to understand decisions, money and results.SolidaritySolidarity is valuable when people act together around a real common interest. It is not a duty to sacrifice members’ wages, jobs or political position for another organization without a clear reason.Our Own Political MovementA union does not have to remain a permanent supporter of somebody else’s party. It may create its own political movement so members can run, be elected and exercise public power within election law.Political DirectionA union’s political course must come from members through Convention, not from permanent staff, personal relationships or the private preference of the Provincial Executive.Sell Us the Pen“Sell us the pen” means: do not begin by explaining why a party needs union support. Explain what specific value its proposal gives union members.Member EducationMembers need to understand workplace rights, union decisions and public institutions if they are expected to participate meaningfully.Rights and RepresentationA right written in law or a collective agreement means little when a member cannot understand it, meet a deadline or obtain representation.Collective BargainingThe bargaining committee exists to obtain the most favourable collective agreement reasonably possible for members.Collective AgreementA collective agreement sets pay, hours, leave, benefits, job security, procedures and many everyday protections at work.Transition to the New SystemA new Constitution should change political authority immediately while ordinary help to members continues without interruption.Constitution and Clear RulesThe Constitution and procedures must explain power in language members use in daily life. Complexity is not proof of seriousness. It often hides who benefits, who pays and who decides.
