This is not another ceremonial meeting. It ends with one required decision that has an immediate consequence.
Regional Presidiums choose delegates from candidates nominated by Locals or members who put themselves forward. The design keeps selection connected to member organizations across the regions.
A delegate receives authority to examine the Executive’s work and decide whether that authority should continue.
Vice-Presidents first report on their own portfolios. The President then reports on the Executive’s combined work, decisions, spending and consequences.
Delegates discuss the result, compare it with the Convention program and roadmap, and may ask why commitments were met, changed or abandoned.
After the reports and discussion, delegates vote openly by a show of hands: confidence or no confidence. There is no petition stage and no separate motion to begin a removal process.
The vote judges political confidence, not personal guilt. A disciplinary finding is unnecessary because members are deciding whether an executive mandate should continue.
The confidence vote can proceed only when at least two thirds of the full conference membership is present. No confidence requires at least 61 percent of the conference’s full membership, not merely 61 percent of those still in the room.
This balance prevents a bare accidental majority from removing an Executive while keeping removal possible when trust has genuinely collapsed.
Confidence means the Executive works for the remaining term. No confidence ends the authority of the President and the entire Executive as soon as votes are counted and the result is announced in the hall.
Convention Council receives temporary executive powers and begins preparing an Extraordinary Convention and a new election.
