Convention Council

A bridge when authority changes hands

Convention Council prepares Conventions and temporarily carries executive authority only in situations clearly named in the Constitution.

The union cannot be left without lawful leadership after an old Executive loses authority and before a new one is elected.

Who forms the Council

Regional Presidiums form Convention Council. This keeps its mandate connected to Locals rather than allowing the outgoing Executive to appoint its own replacement.

Council members hold a limited responsibility. They are caretakers of continuity and the Convention process, not a second permanent Executive.

Its normal work

Exactly six months before an ordinary Convention, Council takes responsibility for preparation: notices, delegate arrangements, documents, elections and an orderly transfer.

Before the independent Chambers begin their terms, Council also receives and considers constitutional and disciplinary complaints under the transitional rules.

When it receives executive authority

At 12:00 a.m. on Convention day, the old Executive loses its powers, signing authority, keys and right to negotiate until election results are announced. Council keeps essential work lawful during that gap.

The same transfer happens immediately after a successful no-confidence vote. Council then prepares an Extraordinary Convention, normally within six months.

The limit of temporary power

Council exercises only the Executive powers listed in the approved Rules for the Provincial Executive. It cannot use a transition to create a new political course or bind the next elected body beyond necessity.

Once the new Executive is elected, authority belongs to it immediately. Council completes the practical handover but no longer governs.

Why this protects democracy

Without a prepared temporary body, removing a failed Executive could create chaos or become practically impossible. Council makes democratic removal safe and workable.

Continuity is therefore not an excuse to preserve officeholders. It is a way to return authority to members through a new Convention.

Who does he answer?

Kansil is responsible to the Convention and the Members for meeting deadlines, document security, transitional costs and the accuracy of referrals.

After the transfer of power, he retains no executive powers and returns to his usual function of preparing future congresses.
