A report matters only if members can act on what they hear. The confidence vote turns the mid-term review into a real decision rather than a presentation followed by business as usual.

Delegates choose between two clear results: confidence and continued work, or no confidence and immediate loss of authority.

What is being judged

The vote asks whether the Provincial Executive has used its mandate well and whether members trust it to finish the term. It compares real results with the Constitution, program, roadmap and budget.

It is not a finding that anyone committed misconduct. The Disciplinary Chamber handles alleged violations under fair procedures.

How the vote is held

After all portfolio reports, the President’s report and delegate discussion, the chair calls one open vote by a show of hands. The result is counted and announced in the room.

Open voting makes each delegate’s use of the mandate visible to the members and Locals represented.

Quorum and threshold

At least two thirds of the full conference membership must be present. No confidence requires 61 percent of the full membership of the conference.

Counting against the full membership prevents people from changing the result simply by leaving the room before the vote.

Immediate effect

If no confidence passes, the President and every member of the Executive lose executive authority immediately. There is no waiting period during which the old body continues making decisions.

Keys, signing authority, negotiations and other Executive powers pass to Convention Council under the approved transition rules.

Returning the mandate to members

Convention Council does not become the permanent replacement. It prepares an Extraordinary Convention so that members, through their delegates, choose a new Executive.

The purpose of removal is not a palace change. It is to return authority to its source.
