Regional Presidium

Some decisions require to work together. The answer should not be to place another government above them. The Regional Presidium should be a place where Locals bring defined authority together for regional and provincial purposes.

REPRESENTATION

Every Local has a place

Every Local should have guaranteed representation so that smaller remain political units rather than becoming invisible behind membership totals.

The working model uses two representatives from each Local.

CONNECTION TO MEMBERS

It begins with Local elections

Regional representation should grow out of freshly elected Local structures.

A new Regional Presidium is therefore formed after Local elections so its legitimacy stays connected to current Local mandates.

The Presidium should coordinate matters that genuinely require more than one Local while leaving Local authority where the places it.

INDEPENDENT INSTITUTIONS

Some bodies must be formed outside the Executive

Bodies designed to review, supervise or constrain executive power should not owe their existence entirely to the Executive they may later have to examine.

The Presidium can provide a democratic route for forming specified independent constitutional institutions.

Accountable does not mean subordinate

An independent body may have reporting duties without taking instructions about individual decisions.

Reporting, transparency and political control are not the same thing.
