Regions: Locals Acting Together
A Region is not another layer of apparatus above Locals. It is where Locals combine mandates for work that requires a wider democratic base.
VLocals do not disappear when they enter a Region.
They arrive with their own democratic authority. Regional structures exist to combine that authority for defined functions that one Local cannot perform alone.
The Region has a purpose
Regional meetings can connect Locals, elect or form bodies assigned to the Region, coordinate common priorities and carry regional mandates into wider Union governance.
The Region aggregates Local authority. It does not manufacture authority for the Local.Not a grievance staircase
Workplace representation follows the grievance and representation structure. A Region does not need to become another office through which every problem must pass.
Do not build another queue where a democratic bridge is needed.The mandate travels
Delegates arrive because Locals send them. Regional representatives act because a democratic process placed authority in their hands. That chain remains visible.
