Provincial Executive

A central elected body needs enough authority to act — and rules clear enough that it never becomes the source of its own authority.

The Provincial Executive is an instrument of the Union — not the owner of it.

The President, Vice-Presidents and regional representatives carry defined mandates into the period between Conventions. The job is to govern within those mandates, coordinate the organization and answer for the decisions made.

President & Vice-Presidents

Leadership means exercising assigned constitutional functions, keeping the organization moving, making decisions that cannot wait, and remaining answerable to the democratic structures that created the office.

A title creates responsibility. It does not create unlimited power.

Regional representation

Regional representatives belong in the central structure because Locals in their regions need a direct democratic route into provincial governance. The closer the electors are to the representative, the clearer the mandate can be.

Representation begins where the represented actually know whom they are choosing.

Between Conventions

A democratic organization cannot suspend itself between major assemblies. The Constitution has to define who acts, what can be decided, what requires broader authority, and how power is handed back or renewed.

Continuity cannot become permanent self-authorization.
